This situation has led to a near-one-month low of 13 ship transits on August 9, following an attack on an ADNOC-linked tanker.
Concurrently, European inland logistics face a state of emergency due to critically low Rhine water levels at Kaub. On August 10, levels fell to 16 cm, with forecasts predicting a drop to 4 cm by August 14. This effectively halts barge traffic, trapping fuel oil stocks in the Amsterdam-Rotterdam-Antwerp (ARA) hub.
These pressures have intensified since Alkagesta's July 13 market update, which first noted the reinstatement of a naval blockade and the initial deterioration of Rhine water levels. Crude futures have shown volatility, with ICE October Brent plummeting over 5% before rebounding as negotiations stalled.
Physical fuel oil values have seen sharp gains. FOB Singapore 380 CST HSFO rose to $554.26/mt, and 0.5% Marine Fuel climbed to $743.76/mt by August 7. The Singapore 380 CST HSFO premium surged nearly 74% in the first week of August, reaching a multi-week high of $24.08/mt.
In Singapore, Middle Eastern fuel oil imports nearly tripled week-over-week to 328,878 mt by July 29, providing critical relief. However, July bunker fuel sales in Singapore are estimated to have fallen 3.7% month-over-month to 4.44 million mt, with high premiums deterring demand.
Northwest European HSFO remains well-supplied by an open arbitrage window from the Americas, with 394,441 mt expected to discharge in August. Conversely, VLSFO supplies remain acutely thin as refiners prioritize high-margin diesel over fuel oil blending components.
The Singapore Hi-5 spread (VLSFO vs. HSFO) hit a multi-year high of $225.93/mt on August 3, reflecting a severe structural shortage of low-sulfur blending components. Meanwhile, fuel oil stocks in the ARA hub jumped 24.69% to 707,000 mt in the week ended August 6, marking the highest build in six weeks.
